Vendor shortlist

Domain expert data providers in Europe

If your data cannot leave the EU, the US vendor shortlists do not help. These are the providers with a European entity, what they actually deliver, and where the residency promise holds.

An EU address is the start, not the answer. Residency fails in three places: the parent company's jurisdiction, where annotators sit, and which sub-processors touch the data. The table shows each provider's model; the checklist below shows what to ask in writing.

7

providers with a European entity

2

built around domain experts

4

crowd or participant platforms

1

that keeps experts, storage and processing in the EU

Vendor facts come from the vendors' own material and widely cited public sources as of October 2026; pricing is per quote unless the vendor publishes it. Pathwize is EU-native: all data stays within the EU.

What to verify before signing

01

Where annotators sit

Crowd platforms are global by design. Ask for the countries of the people who will see your data, and whether access can be restricted to the EU.

02

Parent company

A US parent can be compelled under the CLOUD Act regardless of where the EU entity stores data.

03

Sub-processors

Cloud, tooling, support. Each is a transfer if it sits outside the EU.

04

Contractual commitment

Residency in the processing agreement, not in a sales deck.

Where Pathwize fits

Pathwize is a German company with EU infrastructure and experts who live in Europe. That covers all three residency failure points at once: entity, annotators and processing.

The network is built around people with credentials, not microtasks. Each expert passes a qualification test on your own data; you approve who continues; every item records who, when and how long.

For speech collection or million-item crowd jobs, the crowd platforms above are the better tool. Pathwize is for the work where a wrong label needs a domain expert to spot it.

FAQs

Providers with an EU entity and EU infrastructure, and a residency clause in the processing agreement. Pathwize (Germany) keeps entity, infrastructure and experts in the EU. Toloka (Netherlands), Giskard (France) and LatticeFlow (Switzerland) have European entities; check annotator location and sub-processors for each.

Switzerland holds an EU adequacy decision, so transfers to Swiss providers are permitted under GDPR. Whether your own policy treats Switzerland as in scope is a separate decision.

A vendor whose annotators or evaluators hold credentials in the field of the data: physicians for medical data, engineers for technical drawings, lawyers for contracts. Pathwize and Mercor are built this way; crowd platforms add expert tracks on top of a general workforce.

Usually within a few days. You send the task, the classes or rubric and a few examples; qualified experts take the test on your data; you approve who continues. A 50-item pilot is free.

Per hour of expert work, quoted per task depending on the domain and the complexity. Time is tracked automatically per item, so you see cost per item and per class in the dashboard and in the export.

In the EU. Pathwize is based in Cologne, Germany; storage and processing run on EU infrastructure, and experts work from Europe. Sensitive data can be worked in a no-download environment.
